Canadians Decibel Cannabis Signs UK Licensing Deal with Hilltop Leaf

Decibel Cannabis Company Inc. has entered into a brand licensing agreement with Hilltop Leaf Ltd. to launch its cannabis flower portfolio in the United Kingdom’s medical market.

The deal grants Hilltop a limited license to sell Decibel’s Canadian brands, General Admission and Standard Issue, in the UK. In Q4 2026, Decibel says it will launch an initial portfolio of 15 General Admission and Standard Issue product lines, along with six Hilltop Leaf-branded product lines.

We look forward to working together to broaden both companies’ portfolios over time as the UK market continues to develop.”

Decibel operates a processing and manufacturing facility in Calgary, Alberta, a cultivation facility in Battleford, Saskatchewan, and an EU-GMP-licensed cultivation and processing facility in Chatham, Ontario. Decibel’s international sales grew 72% year over year to $10.6 million in Q2 2026, and it added multiple SKUs of finished vapes for customers in the UK market.

The company announced its very first international export shipment in November 2022. In August 2023, the company announced an initial supply agreement for sales into the UK, distributed by 4C LABS. The company reported $24 million in international sales in 2025, up 484% YoY.

Decibel has entered into supply agreements and exported to seven countries, including Australia, Germany, the United Kingdom, Israel, Spain, Denmark, and Norway. The company exports dried flower, vape cartridges, cannabis oils, and other products in packaged and bulk formats under its Qwest and General Admission brands.

Hilltop Leaf Ltd. is a Scotland-based UK pharmaceutical cannabinoid company and GMP-certified importer and distributor, supplying cannabis-based products for medicinal use to the UK medical market.

In the UK, medical cannabis is classified as an “unlicensed special” medication dispensed by authorized mail-order pharmacies.

International cannabis sales from Canadian cannabis companies have been increasingly significant in recent years. Cannabis from Canada accounted for approximately 70–80% of the UK’s total medical cannabis supply in 2025.
